
Following his parents' death, S'kai was well cared for on Vulcan, and eventually entered the Vulcan Academy of Sciences. He received his medical training there, and took a special interest in human medicine. Because of his special skills, interests, and upon the recommendation of the Vulcan Academy of Sciences, he was sent to Starfleet Academy for the minimum training that would enable him to serve on a starship.
Evaluation: STRENGTHS - His skills in human medicine alone would qualify him for service as a starship surgeon. His additional familiarity with other humanoid species is an additional asset. As a result of his training he is skilled as an exozoologist, and his technical facility, natural to Vulcans, makes him qualified to serve as an assistant science officer.
LIMITATIONS - Since his Starfleet training has been minimal, he does not have complete familiarity with Starfleet Procedures, Regulations, and Protocols. This may put his command abilities in question. Also of concern is the possible effect of the loss of his parents to the berserker. Although Vulcans are not normally subject to vengefulness, his behavior in the presence of berserker-type phenomenon is untested.
Although his skills as a physician are superior, human patients may find him cold and distant. It is therefore recommended that he be posted only to vessels carrying a skilled ship's counselor who is comfortable working with Vulcans, to provide the psychological and emotional support which patients under his care may require.

According to recent reports from the Bureau of Temporal Investigation, S’kai has transformed a 21st Century Vehicle enabling it to be recognized by planetary scanners as a Federation Shuttlecraft. This vehicle has been designated the Zhang Heng (named for a Han dynasty Chinese astronomer). The BTI continues to monitor his activities to determine whether he violates the Prime Directive by exposing the 21st Century to Federation Technology.
Update from Starfleet Command:
Reports from the Bureau of Temporal Investigation indicate that S'kai of Vulcan has been using the Shuttlecraft Zhang Heng to actively promote the values of the United Federation of Planets. In recognition of his efforts, he is hereby promoted to the rank of Commander, with all privileges attendant upon that rank to be bestowed on him should he ever be returned to the 23rd Century.
